Marketing Consultant vs Fractional CMO: Which Do You Need?
Owners ask me this every month. The two roles get lumped together, but they solve different problems, cost different money, and fit different stages of a business. Here is how I explain it on the phone.

Owners ask me this every month. The two roles get lumped together because both are outside senior help, both bill monthly, and both come with a serious-sounding title. They are not the same job. They solve different problems, they cost different money, and they fit different stages of a business. Here is how I explain it on the phone.
The short version
A fractional CMO is a part-time executive who sits inside the company. They own the marketing function, manage the team and vendors, and are accountable for what marketing ships (Chief Outsiders: What Is a Fractional CMO?). A marketing consultant is an outside advisor who diagnoses the business, writes the plan, and coaches the owner or team through executing it. Different chair, different job, different fee.
Scope, side by side
- Reporting line. CMO reports to the CEO or owner and sits on the leadership team. Consultant advises the owner and does not sit inside the org chart.
- Team. CMO manages the marketing team, the agencies, and the calendar. Consultant works with whoever is already there and coaches them.
- Decisions. CMO makes marketing decisions and is measured on the outcomes. Consultant informs the owner's decisions and is measured on how honest and useful the advice was.
- Time on-site. CMO is present a fixed day or days per week. Consultant is present when the diagnosis or the plan needs them, not on a set schedule.
What each one costs
Fractional CMOs typically bill $8,000 to $20,000 a month for a defined day or days each week, sometimes higher in bigger markets. Marketing consultants typically run $2,500 to $7,500 a month on retainer, or $150 to $400 an hour for defined work. The CMO fee is priced like a fractional salary. The consultant fee is priced like a project or an advisory retainer. Gartner's CMO spend surveys show senior marketing leadership is one of the biggest line items in a mid-market marketing budget (Gartner: Annual CMO Spend Survey), which is why the fractional version exists in the first place.
The order I recommend
When in doubt, hire the consultant first. The diagnosis and plan tell you whether the business is actually ready to justify an executive seat. Hiring the CMO first often means paying an executive to build a plan the business could have gotten from a consultant for a third of the cost.
When a fractional CMO is the right call
- The company already has a marketing team or several agencies in place.
- Total marketing spend is high enough that senior oversight pays for itself.
- The missing piece is leadership on the inside, not a plan on the outside.
- Usually multi-million-dollar revenue with in-house marketing headcount.
When a marketing consultant is the right call
- The owner is still the marketing decision-maker.
- The budget is producing activity but not customers.
- The business needs an outside diagnosis and a plan before it commits to a permanent seat.
- Roughly $500,000 to $10 million in revenue is the sweet spot.
Can the same person do both?
Some do, and the good ones are careful about it. The roles pull in different directions. A CMO is measured by what the team ships this quarter. A consultant is measured by what the owner learns and what the business changes over time. Doing both well at the same company usually means the person is functionally the CMO, and the consulting label is just marketing. Independent management-consulting practice (BLS: Management Analysts) sits outside the reporting line for exactly this reason. Independence is the product.
How I decide on the call
- If you have a marketing team you are trying to lead and just need a senior head in the seat, hire a fractional CMO.
- If you are the marketing decision-maker and you can feel money leaking without knowing where, hire a marketing consultant first.
- If you are somewhere between, start with the consultant. The diagnosis will tell both of us whether a CMO seat is the right next hire.
The bottom line
A fractional CMO runs the marketing function. A marketing consultant diagnoses the business the marketing is supposed to serve. Pick the one that fits the problem in front of you, not the one with the bigger title.
